LICENSED OUTPATIENT PROGRAMS SERVING ADULTS WITH A MENTAL ILLNESSAdult Partial Care Services. Comprehensive, structured, non- residential health services provided to clients who possess a primary psychiatric or substance use disorders diagnosis in a day program setting to maximize client's independence and community living skills. Partial care programs provide or arrange services necessary to meet the comprehensive needs of individual clients in a structured environment for a minimum of 2. Detoxification Program. The provision of care, outpatient, short- term and/or long- term, prescribed by a physician and conducted under medical supervision, for the purpose of withdrawing a person from a specific psychoactive substance in a safe and effective manner according to established written medical protocols. Emergency Services. Emergency service is the provision of service to people in crisis. It includes mental health and social service provision or procurement and advocacy. Emergency services offer immediate crisis intervention services and service procurement to relieve the client's distress and to help maintain or recover his or her level of functioning. Emphasis is on stabilization so that the client can actively participate in needs assessment and service planning. It is affiliated with a Designated Screening Center. Intensive Family Support Services. Family driven supportive activities designed to improve the overall functioning and quality of life of families with a relative who has a mental illness. Intensive Outpatient (IOP) Services. Comprehensive, structured, non- residential health services provided to clients who possess a primary substance use disorder diagnosis. Services include clinical intensive substance use disorder counseling and psycho- education (didactic) sessions. Services are provided in a structured environment for a minimum of nine hours of counseling per week for adults and six hours per week for adolescents. This care approximates ASAM PPC- 2. R Level II. 1. Opioid Treatment Program (OTP)A licensed program where there is the dispensing of an opioid agonist treatment medication, (that is methadone and other approved medications) along with a comprehensive range of medical and rehabilitative services, when clinically necessary and in compliance with State regulations, to an individual to alleviate the adverse medical, psychological, or physical effects incident to opiate addiction. This program also offers opioid detoxification treatment, short- term detoxification treatment, long- term detoxification treatment, maintenance treatment, comprehensive maintenance treatment and interim maintenance treatment. Programs of Assertive Community Treatment (PACT)Comprehensive, integrated rehabilitation, treatment and support services to those individuals most challenged by the need to cope with serious and persistent mental illness, as evidenced by repeated hospitalizations and to those individuals identified as at serious risk for psychiatric hospitalization. PACT, provided in vivo by a multi- disciplinary service delivery team, is the most intensive program element in the ambulatory continuum of community mental health care. Services to an individual may vary in type and intensity, but treatment has no predetermined end point. LICENSED RESIDENTIAL PROGRAMS SERVING ADULTS WITH A SUBSTANCE USE DISORDERExtended Care Facility. A residential substance use disorders treatment facility in which treatment primarily is designed to help clients overcome denial of addiction, enhance treatment acceptance and motivation, prevent relapse, promote reintegration into the community and generally approximates the ASAM PPC- 2. R, Level III. 3 (medium intensity) treatment modality. Halfway House. A residential substance use disorders treatment facility, operating in a physically separate location, in which the halfway house treatment modality is programmatically separate and distinct from short- term substance use disorders residential services or long- term substance use disorders residential services. A halfway house provides substance use disorders treatment designed to assist clients in adjusting to regular patterns of living, engaging in occupational training, obtaining gainful employment and independent self- monitoring and otherwise generally approximates the ASAM PPC- 2. R, Level III. 1 (low intensity) treatment modality. Long Term. A residential substance use disorders facility in which treatment is primarily designed to foster personal growth and social skills development, with intervention focused on reintegrating the client into the greater community, and where education and vocational development are emphasized and generally approximates ASAM PPC- 2. R, Level III. 5 (high intensity, clinically- managed) treatment modality. Short Term. A residential substance use disorders facility in which treatment is designed primarily to address specific addiction and living skills problems through a prescribed 2. ASAM PPC- 2. R, Level III.
